India, Pakistan home secretaries begin talks

NEW DELHI: Top officials from India and Pakistan met for peace talks in New Delhi on Monday looking to benefit from a warming in relations brought on by some successful “cricket diplomacy”.
The home secretaries of both countries are to discuss counter-terrorism, the 2008 Mumbai attacks and the drugs trade during two days of talks that are part of a formal peace process re-starting between the estranged neighbours.
“Such efforts (as the talks) between the two sides would enhance peaceful relations and promote people-to-people contact,” Pakistan’s Home Secretary Qamar Zaman Chaudhary told reporters on Sunday as he made his way to the Indian capital.
The meeting comes amid intense excitement in both countries about the semi-final of the cricket World Cup on Wednesday, which will see India play Pakistan on home turf for the first time since 2007.
Indian Prime Minister Manmohan Singh has invited his Pakistani counterpart Yousuf Raza Gilani to watch the game with him in what will be a rare meeting between the leaders, who last sat down for talks in Bhutan in April last year.
“The entire country has appreciated this gesture of the honourable prime minister of India,” Chaudhry added on Sunday.
President Asif Ali Zardari, who Singh also invited to the game, agreed Sunday to free an Indian national who was jailed for life more than 23 years ago.
Despite the goodwill gestures, the discussions on Monday between Indian home secretary G.K. Pillai and Qamar Zaman Chaudhry will be plagued by tension over the 2008 Mumbai attacks, carried out by extremists who travelled from Pakistan.
India broke off formal peace talks with its neighbour after the attack that left 166 dead and has repeatedly called on Islamabad to bring the perpetrators to justice. Pakistan has charged seven people but none has been convicted.
“It is our resolve that we would like to deter acts of terrorism in all its manifestation,” a senior security official in Islamabad told AFP.
Chaudhry would also discuss the release of prisoners and fishermen held by both countries, and easing visa restrictions, he said.
“We are open to a very frank discussion and all issues are going to be discussed. The talks would not be confined to Mumbai attacks,” the official said.
Last month, the two countries announced they would resume a formal peace dialogue with a view to resolving all issues between them, including the vexed subject of Kashmir, which is divided between them.
India and Pakistan have fought three wars since the subcontinent was partitioned in 1947, including two over Kashmir.
The international community has been pushing the two countries back to the negotiating table to help ease tensions in an already volatile region.
M.K. Bhadrakumar, a former diplomat, praised Singh for his gesture to Pakistan’s leaders in inviting them to watch the cricket match on Wednesday in Mohali in Punjab state, which borders Pakistan.
“Modern history is replete with instances that show there is no alternative to top-level diplomacy if inter-state relationships that are hopelessly bogged down with past burdens are to be rescued,” he wrote in The Hindu newspaper.
The re-launch of the India-Pakistan peace process, formally known as the composite dialogue, is expected to result in more contacts between the countries at high levels.

PESHAWAR: A suicide car bomb blast targeting the Doaba Police Station on Thursday killed five people and wounded 25 others in Hangu, police said.
A police officer and four civilians died in the attack in Doaba town in the Hangu district, senior local police official Abdul Rashid told AFP.
“The bomber, driving an explosive-packed car, blew himself up near a police station, killing five people and wounding 25 others,” Rashid said.
The bomber had been aiming to strike the building but failed to do so because of barricades that had been erected outside, he said.
Part of the police station was still completely demolished by the blast, Rashid added, with the impact also damaging at least 10 nearby houses.
“No one has so far claimed responsibility for the incident,” Rashid said.
Another senior local police official, Muhammad Masood Khan Afridi, confirmed the attack and casualties.

ISLAMABAD: The Pakistan Muslim League – Nawaz (PML-N) on Tuesday issued a so-called fact-sheet criticising President Asif Ali Zardari and the Pakistan People’s Party-led coalition government, DawnNews reported.
The ‘fact-sheet’ stated that President Zardari had failed to deliver on the pledges that he had made in his previous addresses to the nation.
The government is more focused on defending the National Reconciliation Ordinance (NRO) as well as its hold on power, the fact-sheet alleged.
The PML-N also stated that the parliament had “only nominal freedom” and that the government was not implementing the judiciary’s rulings.
The face-sheet also stated that despite the parliament’s decision to do away with the FCR in Fata, the decision was not implemented.
Moreover, opposition parties in a meeting on Tuesday decided to protest President Zardari’s address to the joint sitting of the parliament.
The parties have decided to stage a walk out after registering their protest.

QUETTA: The death toll from a coal mine collapse in Pakistan’s Balochistan province rose to 45 on Monday, DawnNews reported.
The mine in the far-flung Sorrange district of the troubled southwestern province was poorly ventilated, allowing poisonous gases to accumulate and trigger blasts which led to the collapse on Sunday, officials said.
Abdul Raziq, a police officer in Quetta, also said Monday that the chances of finding the trapped workers alive were slim.
The accident took place early Sunday and rescue work continued overnight, Raisani said. “We are hopeful we will complete it today (Monday),” he added.
Rescue workers retrieved 10 bodies on Sunday.
“They had severe burns, which means that the blasts also caused a fire,” Mohammad Iftikhar, provincial chief inspector of mines, told AFP overnight.
He had earlier said the victims died of suffocation.
Balochistan’s home secretary Akbar Hussain Durrani said the missing workers were unlikely to receive enough oxygen to survive.
Rescue work, which had to be briefly stopped on Sunday because some of the emergency crew were knocked unconscious by the noxious fumes, had resumed and military experts and engineers had been called in to help, Raisani said.
“They are removing debris and are trying to clear the way to move forward but we are not able to move forward,” he said, adding that the mine operators had ignored previous warnings to stop work at the site.
The mine is run by the state-owned Pakistan Mineral Development Corporation and officials said they will launch an investigation into why the warnings to stop mining were not heeded.
Rich in mineral wealth, Balochistan is plagued by an insurgency blamed on nationalist tribesmen demanding more jobs and royalties from the region’s natural resources. Hundreds of people have died in the violence since 2004.
Most coal mines in the impoverished province are notorious for overseeing poor safety standards and similar deadly accidents have occurred in the past.

Late Thursday morning, there came in the news that U.S. drones launched a strike in the Datta Khel area of North Waziristan. Initial reports by most of the local media said that two missiles were fired at a house in which militants were said to be holding a meeting inside, killing 4 people and injuring several others. But the death toll has kept rising as more information came in from the remote area with inadequate communication facilities. Some local media reports said the target of the U.S. drones is a house at a village in the Datta Khel area in which a meeting was being held by local Taliban militants while others reported that the target was actually a tribal "jirga" or council of elders to resolve dispute over the ownership of minerals in the mountains in North Waziristan tribal region. According to a tribal elder who asked to remain anonymous in a telephone interview from Miranshah, center of North Waziristan, the tribesmen from Madda Khel tribe were holding a meeting at Nawai Adda area, some 25 kilometers from Miranshah, when two U.S. drones fired four missiles at the participants of the tribal council at 11:30 am (local time) The elder said that the strike killed 41 people including six tribal elders and some children. The injured were later transferred to the hospital in Miranshah and some of them were in critical condition, said hospital sources. The tribal elder rejected the reports that the target was a meeting held by militants. He said that all were local tribesmen. He said that the Madda Khel tribe had sold a chromite mine on 8.8 million rupees (slightly over 100,000 US dollars) to a man and both parties later disagreed over the payment method and the jirga was called to settle the dispute. Member of National Assembly from the region, Kamran Khan, condemned the drone strike and said that mostly innocent people were killed and injured in the Thursday's strike. Residents said that they had seen four drones hovering over the area before and after the attack. They said two aircraft fired missiles. Thursday's strike is the 23rd of its kind in Pakistan since 2011 and also one of the most deadly strikes in the country over the last few years. To date, at least 187 people have reportedly been killed in such strikes since this year. |
